Trouble Line Worker
Green Mountain Power is seeking a flexible Utility Engineer who would like to focus on either large project management or substation design and maintenance.
Engineers at GMP are primarily responsible for participating at various levels in projects related to the planning, design and completion of electric system studies and projects. They are responsible for creating and delivering complete and quality packages of capital construction projects to field operations that are on schedule. Engineers at GMP are responsible for evaluating alternative designs and equipment to determine cost effectiveness and applicability to GMP’s transmission, substation and distribution systems, and interacting as necessary with regulatory agencies in support of these plans. Work is varied in nature with changing priorities. The incumbent applies working knowledge of electrical engineering principles and technologies to assignments, and works under limited supervision and in compliance with established policies, procedures and regulations.
ESSENTIAL FUNCTIONS
Functional:
- Accountable for plans and designs of electric system facilities by developing, modifying and improving electric transmission, substation and/or distribution systems. Coordinates operation of facilities for transmitting power from distribution points to consumers.
- Responsible as a project manager to deliver complete work packages to field operations per construction schedule.
- Responsible for planning, designing and managing construction projects, line routing and related equipment requirements. Prepares detailed studies, designs, engineering drawings and cost estimates for projects. Oversees contract work on assigned construction projects as needed.
- Works closely with the field workforce including substation personnel, line workers and their respective management staff in the development of projects. The Engineer will work to bring consensus on the scope, timing, resource hours, project staging and materials that will be used as part of the project.
- Ensures system reliability by reviewing existing transmission, substation and distribution systems including the associated lines and equipment; identifies and initiates the replacement of obsolete or inadequate equipment. Researches options for improving the reliability and maintenance of the systems and makes recommendations to management for including associated budget allocations.
- Initiates system circuit protective scheme studies. Develops relay and recloser settings for newly installed equipment or otherwise addresses system protection problems.
- Reviews improvement and new construction designs and plans for compliance with engineering principles, GMP’s Engineering Standards and regulatory requirements.
- Plans and designs least-cost options for meeting customer needs through traditional facilities, upgrades, DSM or local generation.
- Monitors open capital work orders and closes them on the system when appropriate.
- Assists in the preparation of testimony for regulatory filings.
- Provides support and technical direction to field personnel and supports service restoration during system outages.
KNOWLEDGE, SKILLS & ABILITIES (The ideal candidate will have the following education, experience, technical and communication skill levels.)
- Technical knowledge of electrical design, surveying and inspection principles, technologies and related regulations including the National Electric Safety Code.
- Working technical knowledge of electric system planning and operations.
- Demonstrated Project Management skills.
- Demonstrated analytical ability in the area of electric power system engineering.
- Advanced PC skills including word processing, e-mail and specialized engineering software (e.g., AutoCAD, GIS).
- Advanced written, oral, interpersonal and negotiating skills with ability to prepare and present technical presentations to technical and non-technical audiences.
- Must be able to focus on their specialty, while handling frequent interruptions gracefully.
This position requires a Bachelor’s Degree in Electrical Engineering plus a minimum of 2 years of related work experience in a utility setting.

JOB TITLE: Trouble Line Worker FLSA: Nonexempt / Union
REPORTS TO: T & D Supervisor LOCATION: Colchester
POSTED HOURS: 11:30 am to 8:00 pm during Daylight Savings Time 9:30 am to 6:00 pm during Standard Time
General Summary (What is done and why.)
The Trouble Line Worker position works with the Trouble Head Line Worker to ensure the timely completion of work related to the construction, installation or maintenance of underground and overhead high and low voltage electric distribution systems. Work is varied in nature. Incumbent applies extensive knowledge of electricity to work performed. Works under limited supervision and in compliance with established policies, safe work procedures and T&D construction standards.
Essential Functions (Majority of duties, but not meant to be all-inclusive nor prevent other duties from being assigned as necessary.)
Administrative:
- Monitors work practices and the work site to ensure employee safety and the workflow of crew(s) to ensure work is done efficiently to meet deadlines; trains line workers in conjunction with JATC requirements; and provides input regarding employee performance related issues.
- Provides recommendations regarding improvement of work procedures; implements approved modifications.
- Reports general status of all projects to T&D Supervisor daily. Also reports emergency situations to Supervisor or to the person in charge.
- Prepares, inputs and submits forms and reports required for management and regulatory agency review (e.g., work-orders, timesheets, trouble orders, vehicle deficiency reports, etc.).
Functional:
- Serves with the Trouble Head Line Worker in team effort to construct, install or maintain overhead and underground lines, transformers and associated equipment, including the setting and removal of meters.
- Performs all duties of Line Worker First Class A (see Line Worker First Class A job description)
- Performs one man work specifically defined by the GMP Safety procedure One-Person Electrical Distribution Guidelines
Knowledge, Skills & Abilities (Minimum education, experience, technical and communication skill levels and licenses/certificates normally required to perform the duties of this position.)
- Above average knowledge of electrical equipment maintenance principles including safety and regulatory requirements
- Demonstrated technical proficiency in the techniques, procedures and use of the materials, equipment, tools and methods employed in the installation, maintenance and repair of electrical facilities
- Demonstrated ability to make complex decisions regarding power line construction and maintenance activities.
- Demonstrated teambuilding skills.
- Successfully completed the Line Worker Apprentice program and possess a Journeyman Line Worker License.
- Valid Class A Commercial Drivers License (CDL) with a driving record suitable for insurability.
- Effective written, oral and interpersonal communication skills with ability to train others.
This level of knowledge is normally acquired through completion the Line Worker Apprentice program and/or technical degree or certificate program.
Working Conditions (Typical working conditions associated with this type of work and environmental hazards, if any, that may be encountered in performing the duties of this position.)
Internal – Little or no work is performed indoors.
External – Work is routinely performed where there is exposure to outside atmospheric conditions or extreme heat/cold or moisture and exposure to traffic while performing line work functions. Work is frequently performed at heights up to 75 feet and on uneven and slippery terrains.
Special – Occasionally work requires scheduled and unscheduled overtime and incumbent may be on call after hours and on weekends to respond to emergency calls regarding line maintenance. Length of day could be unpredictable; long hours may be required to accommodate staffing emergencies or system failure.
Physical Demands (The physical effort generally associated with this position.)
Work involves standing and walking for most of the time, and occasionally requires working at heights up to 75 feet above ground. Work routinely includes pushing, pulling, or carrying objects weighing up to 120 pounds floor to bench, 70 pounds floor to overhead, and holding 75 pounds at shoulder height such as tools, cross arm with pins, insulators and braces above head. Work requires acute olfactory skills in order to detect malfunctioning equipment and electrical shorts. Working conditions, equipment failure and workloads during peak periods may cause increased stress levels.
Working Relationships/Contacts (Positions, other than supervisor and immediate co-workers, with which incumbent has frequent contact and the reason for contact.)
Internal – Occasional contact with engineers, field service associates, meter services, and fleet maintenance personnel
External – Contact outside of GMP is usually limited to customers, developers and contractors.
